I know the amount of Blocking a particular PVC has will make it nice and squeaky.

As I'm still communicating with places in china and enquireing for the making of raw sheeting. Is the aspect of PVC Blocking either a yes or no case, or would this be an aspect of PVC manufacturing that is specified by grade, amount, or percentage?

I think you are using a wrong word. There seem to be nothing like "PVC blocking". Check your translation.
