So normally these balloons are TERRIBLE for necking due to the pressure differential between the force it takes to expand the neck and the ammount of pressure the body can take.
Anyways I inflated the balloon around 10 times each time going farther and farther past its rated size and each time i would clip it sit on it and tug on the neck and eventually it streched the latex and now it necks nicely when i sit on it
