                There are a couple of guys I know that make homemade balloons a lot. They are on the balloon buddies list, so if you join it, you might be able to get hints, etc.

                    For the formers I recommend you polymer or ceramic clay, it's easy to mold and I have seen some videos on youtube from artisans in Japan where they seem to use something like that.

                    Also, for a demolding agent, I think WD-40 could work if you coat the molds with it.
                    But I don't know how I can react the latex to it.

                    I hope this helps you with this interesting project.

                      Would it be possible to melt down latex from popped balloons and reuse the latex in homemade balloons?

                        There are some chemicals that can dissolve the latex. Some are:
                        -Carbon disulfide CS2
                        -Dichloromethane (DCM or methylene chloride)
                        -Chloroform or trichloromethane
                        -Toluene or methylbenzene
                        -N-Methyl-2-pyrrolidone (NMP)
                        -Tetrachloroethylene, tetrachloroethene, or perchloroethylene.
                        -n-Butyl acetate, or butyl ethanoate
                        -Thioglycolic acid (TGA)
                        -Kerosene
                        Even WD-40 (is a lubricant, comes in a blue can), if you fill a glass container with it and put the scraps on it, should work to dissolve the latex.

                        I think with this you should have enough information, I hope you succeed with your idea.

                            Those chemicals would dissolve the latex, but would you be able to reform it? I’m not a chemist, but wouldn’t it destroy or damage the latex? The easiest chemicals to get hold of would probably be toluene or WD40. The problem with Wd40 is there’s a lot of impurities you’d have to get rid of. It’s possible to make chloroform, but it’s a nasty chemical to work with. You’d need a fume hood. It would also dissolve PLA plastic if you 3D printed the formers.

                              I'm not a chemist neither. But most chemicals that are strong enough to dissolve latex have problems like that, for example, Cyclohexane is strong enough, just a drop can pop a balloon instantly. But is flammable, and present both environmental and health hazards. And technically, latex is a polymer of isoprene. So if the latex breaks down into a solution of small chains of isoprene it may be possible to reform it into latex again.

                              Besides is that, or burn down the scraps, which is what is normally done cause the process of dissolve it isn't cheap.

                              That's the final for all the popped balloons in the world. Like the ending of Toy Story 3.
